Sir John Semple KCB

Between 1983 and 1988 Sir John managed the Expenditure Division of the Department of Finance and Personnel (DFP).
From 1988 to 1997 he was the Permanent Secretary of DFP and Chairman of the Northern Ireland Civil Service Commissioners before becoming the Head of the Northern Ireland Civil Service.
Sir John also held the position of the Secretary of the Executive Committee in Northern Ireland until his retirement in August 2000.
He was knighted in the Queen's Birthday Honours in 2000.
Since leaving the Northern Ireland Civil Service Sir John has played an active role in public life serving as Chairperson of Postwatch, the consumer watchdog agency for the Royal Mail in Northern Ireland from 1st January 2001 to 31st October 2001, Director of Northern Ireland Affairs Royal Mail Group from 1 November 2001 to October 2006 and Chair of the Board of Trustees of the Northern Ireland Police Fund (November 2001 to October 2005), a body established as a result of the Patten Report recommendations.
Sir John has substantial experience in both managing public expenditure and of the housing and planning systems.
