National Change Agent for Housing NI

The Department of Communities & Local Government National Change Agent has been appointed to assist DSD with managing the change necessary to implement the Social Housing Development Programme Procurement Strategy. The NCA will act on behalf of DSD and work in close collaboration with the Housing Executive. The principal functions of the role are to:-

assist DSD with refining the SHDP Procurement Strategy, developing the processes and procedures for operation of the Procurement Strategy;
assist with promotion of the Procurement Strategy and dissemination of best practice;
advise DSD and the procurement groups on appropriate structure for the procurement groupings;
assist with establishment of the procurement groups;
provide suitable guidance and template documents for use by the procurement groups;
act as a consultant to each procurement group in preparation of each group business case;
assist the procurement groups in establishing framework contracts; and
provide template efficiency returns/system to DSD to enable monitoring and evaluation of the implementation of the Procurement Strategy.
