Disability Income Guarantee
The Disability Income Guarantee is designed to help adults with severe disabilities and families with disabled children by giving them a guaranteed minimum income.
Any new claim to Income Support awarded from 6th April 2004 will not include child-related elements because support for children will be provided by Child Tax Credit (CTC). Families already on Income Support in April 2004 who have not already claimed CTC will be moved across to CTC at a future date.
What is the Disability Income Guarantee?
Disability Income Guarantee provides a minimum level of income for severely disabled people. It has been designed specifically to provide additional help through Enhanced Disability Premiums or Enhanced Disability Elements to those severely disabled people on the lowest incomes.
Enhanced Disability Elements are available through Working Tax Credit. For full details you can visit the Tax Credits section of the HM Revenue & Customs website at www.hmrc.gov.uk
The Enhanced Disability Premium
The Enhanced Disability Premium is payable at three rates:
- The single rate is awarded where you are in receipt of Disability Living Allowance care component at the higher rate.
- The couple rate is awarded where you are a member of a couple/polygamous marriage and you are in receipt of Disability Living Allowance care component at the higher rate and you are both under the age of 60.
- The child rate is awarded for each dependant child/young person in receipt of the Disability Living Allowance care component at the higher rate.
The Enhanced Disability Premium cannot be awarded if your partner qualifies for the following premiums:
- Pensioner Premium
- Enhanced Pensioner Premium

Where a child meets the conditions for the award of the Enhanced Disability Premium, this may be awarded in conjunction with any other premium.
