Strategic Business Review - Progress

The work of the Strategic Business Review (SBR) is being taken forward in phases:

Phase 1

Phase 1 of the review dealt with - Does the Agency have the capacity to cope with this volume of change?
It commenced in January 2006 and involved extensive research including performance data covering the period 2003 - 2006, office visits, questionnaires, interviews and reports. This information was then analysed to assess current performance and the potential impact of future change on this performance.

Our Findings

Our conclusion based on the evidence gathered is that the Agency does not have the capacity to cope with the volume of change over the next 3 – 5 years.

Phase 2

Based on the evidence of Phase 1 the Social Development Minister gave approval for the Review to commence.
Phase 2 deals with - What service delivery options can the Agency implement to increase its capacity to cope?
Phase 2 is estimated to run until April 2009.
To date we have carried out an in- depth internal evaluation and arrived at a short list of 5 change options, which concentrate primarily on the local office network. This short list has received the approval of the Project Board and new Minister for Social Development for detailed examination and completion of a supporting Business Case for a preferred option.

Looking Ahead
We plan to return to the Minister again later this year to seek her agreement on the preferred option and to proceed with a full public consultation on these proposals.  We will then consider the outcomes of this before moving to Phase 3 implementation in April 2009.
Throughout all of this period we will continue to work with and consult Key Stakeholders, Trade Union Side, Customers, Staff and external Stakeholders.
