Households Below Average Income Reports

The Family Resources Survey (FRS) Team in Analytical Services Unit conducted a User Consultation on the FRS and the Households Below Average Income (HBAI) publications. The consultation ran between 20th April 2012 and 3rd August 2012. A summary of the responses to the consultation is now available:
In response to the User Consultation, the UK Statistics Authority assessment report for the FRS and associated publications, and to increase harmonisation with the UK HBAI report, we intend to implement the following changes:

The first edition of the Northern Ireland Poverty Bulletin was released on the 14th June 2012. The bulletin contains headline poverty figures drawn from the latest Households Below Average Income dataset. The next edition of the Poverty Bulletin will be released in the Summer of 2013.

Households Below Average Income

Households Below Average Income (HBAI) uses data collected in the Family Resources Survey (FRS) in Northern Ireland.  Household disposable incomes are adjusted for household size and composition, as a proxy for material living standards or, more precisely, for the level of consumption of goods and services that people could attain given the disposable income of the household in which they live.
The following tables for the years 2002-03 to 2004-05 are on a comparable basis with the 2005-06 and 2006-07 reports. They are based on the OECD Equivalisation Scale. Details on equivalisation using the OECD Scales can be found in Appendix 2 of the 2006-07 report.
Previous reports for the years 2002-03 to 2004-05 are based on the McClements Equivalisation scale
The publication of the next edition in this series will be later in 2013.
